Provided Personal Info, PayPal Keeps Account Limited

PayPal has limited my account for no apparent reason! I am not a seller, and the only reason I ever use my PayPal account for is to buy stuff. I have provide the bank details and other information they have asked for, but they did not seem to be accepted? And why do they want my photo id?

I even had PayPal call me back in order to verify the address and phone number, but I am still unable to access my account because PayPal does not seem to like my bank details or my photo id!

This is crazy!
