I got scammed using Paypal

I was happily selling on ebay 100% seller approval rating sold nearly $1000 of goods in November 2010, and I got scammed by a man in Germany who ordered a $180 leather skirt from me worth retail $1500. He had wanted to only pay $150 I should have been suspicious but he did not have a bad seller rating. I had no idea he had reported in January 2011 he never received the item! I had proof I sent it via customs form, but I was ill at the time he reported me, and did not respond to the 2 payal emails demanding explanation (fighting a possible cancer diagnosis took all my time for 3 months). Paypal refunded him 100% of his money including postage by March 2011, thus I was in negative account balance. All my receipts and financial statements I need to print for my
taxes is FROZEN unable to be accessed for the tax year for the business including payments to ebay and postage costs. So I have been off Ebay ever since 2010. Ebay only take paypal for payment. I don’t understand why this company is allowed to use its own pay system it sounds like a monopoly. Paypal threatened to destroy my credit rating over $180 and send me to collections. I try craigslist it just does not work as well. This is not how business works in the United States. They can bully anyone who is trying to run a legitimate business. Ebay kept their 10% seller fees even though they have evidence paypal refunded the seller (he went through paypal only not ebay). UGH! Isn’t there anything we can do? Take them to small claims court for the difference? How can we battle this monster who holds all the cards. So glad to find other people who feel the way I do. I am so stubborn but Paypal have made me a financial criminal. Even if I resolve this by paying off my alleged debt to get paypal back working it’s hard to trust this system. I know I can write off my bad debt as a business loss but with paypal freezing my account I cannot access my financial business information for IRS. Would the IRS help me by forcing them to release that data to me?
