Holding funds

Paypal is holding my funds! I have a perfect selling record and they want me to ship my item before I have my money and then wait three days before I get it. They have never held my funds before and when I called them they said I needed to sell 25 items every 90 days and have 250 in sales to reach the criteria to receive my funds immediately! So if I sell more( and make them more money) and sell more high priced items ( and make them more money) then I can get my money! That is bull—-! I’m basically having to pay them more to get my funds and I pay them plenty already! So so wrong on many different levels.
