Gross overcharge for cancellation of a transfer.

I sent an overseas vendor £1545 by PAYPAL in late-August. I was informed that payment was ‘Unclaimed’ and that I should Cancel and investigate the reason. This I did, but found that my account has been credited with only £1147. i.e. I have been charged £400 for cancelling a transfer, which is outrageous.
Surely when advised to cancel, I should have been warned of the charge for this. I could then have investigated without cancelling.
