Funds on hold because of virtual delivery

I’m under payment holds because I used eBay. I sold a few toys, shipped, received excellent feedback; 100% positive. But because I only gave a few transactions I’m considered a risk. Now I’ve done graphic work, emailed the files and been paid, but I can’t get my money because of the hold. They said if I enter tracking info it would be released in 3 days, but being emailed, there us no tracking number. The response was basically I’m out of luck and have to wait 21 days.
