Funds are on hold and I must pay more

I was informed that I must pay higher rates and my funds held for 21 days. My feedback on EBAY is 99.8. I have been considered a quality seller and have over 4,000 transactions over 10+ years. All my selling indicies are near perfect. I believe they are playing a game to get short term cash flow on the holding of funds. I have contacted the CA Attorney Generals office and will see if they care. The odd part is my brother in Buffalo NY notified me two weeks prior to this that he was frozen for 21 days. He has 100% feed back. Both he and I are being punished because of descriptions. In both cases we are not allowed to know specifically who said our descriptions were inadequate. They’ve taken to protecting the buyer too far. There are always a few cooks that you can’t do anything to satisfy them.
