After opening my Paypal account for Ebay, I waited the required 60 days and applied for the debit card. Paypal limited my account and requested more personal information. The information was sent and three days later they froze the account with the funds.

The following is their canned response-

For the safety and security of the PayPal network, we often review accounts for potential risks. After reviewing your account, we have decided to close it because of security issues. We are making every effort to minimize any disruption to your business. If your PayPal account balance is zero, and you have no unresolved buyer complaints or chargebacks, your account will remain limited.

My lowest DSR rating is 4.9 and I have 100% positive feed back on Ebay. I have been reading the Paypal horror stories and didn’t believe them until now.
