freezing funds to a loyal long standing member (bad buisness!)

i have been a long standing member of ebay/paypal, and a few months ago they started putting a 21day hold on my funds. The excuse they gave was i did not have 25feedback score in 1 yr. I have sold several items the past few weeks,which the buyers have all paid for the shipping, product and paypal has taken there fees instantly. Myself have recieved no credit and have been forced to remove funds from my personal account to ship the product internation and domestic.Being i have a perfect score,i have been a long time member (loyal). There is NO reason for this!! I have put a complaint to the better buisness burough of silcon valley cal.
