Closed paypal account because of credit check

I had 1 account closed because they ran my credit and had almost 2K frozen for 8 months. Opened another account in my sister’s name, all went well until someone hacked my account and $330 in fees showed up in my account that I didn’t owe. When I contacted them, they basically told me it was my problem and pay up. Now the account is in collections and ruining my sister’s name.
