Close my account for Security Reasons !!!

I open paypal account to can accept payment by paypal , start to sell paper money as collectiable on ebay , they send me message that they put my account on hold until i got registered with U.S. Department of Treasury’s to can do money exchange , I got the number and send all info they need then they close my account for security reason , i don’t know what kind of security reason . they refuse to talk to me about these security reasons . in the same time a lot of sellers on ebay do the same thing and same business , why they did not close them for security reasons .
