charge back 13 months later

sold a classic car on ebay, buyer sent me $2000 thru paypal brought a cashiers check and picked up car. 13 months later paypal says the buyer filed a unauthorized charge on his credit card and demands i pay back $2000 less there fee. is this on the up & up a buyer wouldn’t wait 13 months ???? sounds like a scam to me, paypal won’t even talk about it they just demand payment.
