I purchased a computer at Dell and paid through PayPal. On the
Shipping date Dell boosted the cost over $23 and doubled the order. (I
have the original purcahse documents to back me.) PayPal said this was
acceptable and would not do anything.

Paypal is horrific. Somebody called and gave my company a credit card for merchandise. We ran the credit card through the paypal system and it was accepted. We then sent out the merchandise. I am a South African who purchased some items from Ebay. After payment was received the seller contacted me and advised me that the products had been shipped. After not receiving the products after one month, I emailed the seller once again he advised that the products had been sent and that it didn’t have a tracking number and that i should be patient.
