“Cardnumber is already in use”???????

I had never used Paypal before,  but I wanted to make  a purchase on Ebay.  So I enter my information so i can pay for the item, but when i agree to the terms and info (etc) they say that my credit card number is already in use! Then i try in the norwegian-paypal-thing and they dont even let me log in even though i re-registered!
