Can’t ship because funds are on hold

I do not understand after over 100% positive feedback and 125 positive comments on my ebay account and over 3 years how my paypal can be restricted and they hold the customers entire payment including shipping, the costs I need to ship are HELD!!! They expect you to pay the shipping cost out of our of your own funds!
