Can’t get our money from our Paypal account

We cannot retrieve funds form our paypal account as we are non-US. They claimed we could get a check for the funds after 45 days and this was a special case and when we requested a check we were told they had no idea as to what we were talking about. We have over US$16,000 we cannot withdraw from PayPal and we have emails from them showing they offered the check option.
They are nothing but a bunch on liars!
