Can’t get any help from Paypal

Paypal Sucks!
I sold an air tank on Ebay and sent it to the customer overseas using the method that the customer chose (Overseas Surface) with a 2 month expected delivery. The customer did not recieve it within a month so my $174.00 was put on hold. When the customer recieved the item the item Paypal would not remove the hold on the funds. I have send 8 emails to Paypal Lack of Customer Service Dept. all of which have gone un-answered.
I will never use Paypal or Fleebay again!
