Can’t close PP account or retrieve funds
This is just another fob off. The arrogance of PayPal knows no bounds.
For months I have been trying to close this account and retrieve MY funds, dozens of people have told me that they are reviewing, checking and/or passing on information and still I await MY money!
NO WONDER THERE ARE NOW SO MANY ANTI PAYPAL WEBSITES.

-report your credit card as lost
Even if paypal lets you close your account they never delete any of your info so the safest thing you can do is to close bank account and cancel credit cards linked to paypal. As far as getting your money you are probably going to have to wait 180 days and then request that they send you a check, this will cost a small fee but better then letting paypal have access to your bank account.
I would suggest closing any accounts linked to your paypal account. I guarantee just because they limited you account or whatever you will still be charged monthly. That is all you can do about that. As far as getting your money release back to you, you are most likely going to have to wait the 180 days for them to release it.
