Can’t Access Paypal’s Website

My Paypal account is 3 days old and I’m already starting to feel a bit uncomfortable since me getting access on paypal’s website seems to be a question of luck, rather than hitting a normally working website in the year 2011!! I NEED ACCESS!!!!!!!!!!!!!
PS other bank websites and such work as they have to. My internet supplier is okay, too, so the problem MUST be Paypal problem and I just HATE having to deal with others’ problems, that I’m not responsible of!!!!!!!!!!!!!
