Buyer complained, got refund, I verified my account and got shut down

After having no problems with ebay/paypal for years, an item wasnt received by an ebay customer who complained to ebay prior to xmas. The customer was refunded. Paypal asked for the standard docs following limiting my account. These were verified i was told by phone they were fine. They then closed the account for “security reasons”. I cannot appeal (i called) and their only explanation is managemetn of account.
