Being Investigated By Paypal

Paypal limited my account for no real reason and are “investigating” my monthly payment to ebay. I rang them the person I spoke to could not see any reason and told me the account would be sorted within two hours. I immediately received an email saying their decision was final. I rang back but was transferred to an engaged line.
I am not sure what a decision was made on and can nor get a live person on the phone.
