All was good then my account got frozen

i had an very healthy ebay/paypal account, suddenly paypal froze my account, asked for all kinds of information, ie, passport, accounts, suppliers, postal verifications, i done all of these things and they were excepted and verified, but they still said, ‘your appeal has been denied?’ and they kept my funds for 6 mths, and will not let me use paypal or ebay now? i sent them all my recorded delivery details, all items came back delivered and received, and yet , my account has been froze, ( i can purchase items) but not sell, and I cannot pay by paypal, they told me this was incase of chargebacks, but none were ever filed
