Account is on hold despite 100% approval and 5 Stars

I have a 100% approval on Ebay along with 5 stars. I spoke to a rep at Paypal who told me my account would be reviewed.
He could not tell me why my account was put into this hold policy and tried his best to justify this by telling me that the number of feedback received for the month was not consistent with the number of sales I made, to which I reminded him that not all buyers leave feedback, and some buyers wait weeks or months to leave feedback. I spoke to this rep on November 29. My funds are still on hold.
